The Bureau of Customs (BOC), through the Bureau's Action Team Against Smugglers (BATAS), filed three criminal complaints before the Department of Justice (DOJ) against alleged violators of Customs laws. The first criminal complaint is against an importer and a customs broker for illegally importing 13 containers of refined sugar at the Manila International Container Port. The other two criminal complaints were filed against another importer and their customs broker due to the alleged illegal importation of 58 containers of refined sugar at the Port of Subic.  The respondents are facing numerous counts of violation of Section 1401 in relation to Sections 1400 and 117 of the CMTA, SRA-BOC Joint Memorandum No. 4-2002, and Sections 3 and 4 of the Anti-Agricultural Smuggling Act of 2016.   The Bureau of Customs Port of Clark (BOC Clark) turned over, on March 22, 2023, various seized marijuana by-products with an estimated value of Php 120 million to the Philippine Drug Enforcement Agency (PDEA) Region III for proper disposition.   Authorities discovered the derivatives in 10 shipments, which include one (1) pack of Cannabidiol (CBD) gummies, one (1) bottle of Beebe Terpene tincture strawberry diesel, 11 pieces of vape juices, nine (9) pieces of vape cartidge, 23 pieces of Dabwoods vape pen, hemp gummies, three (3) 30ml bottles of Terp Science labs containing marijuana, and 470 tablets containing codeine and acetaminophen, all of which are considered as dangerous drugs under Republic Act (R.A.)  The Bureau of Customs Port of Zamboanga (BOC-POZ) on March 21 intercepted one unit of motorized wooden watercraft “Jungkong” loaded with 141 master cases of undocumented cigarettes estimated to be valued at PHP 4.9 million. A joint apprehending team composed of BOC-POZ Enforcement and Security Service (ESS) and Customs Intelligence and Investigation Service (CIIS) personnel with the PNP 2nd Zamboanga City Mobile Force Company (2nd ZCMFC) conducted a seaborne patrol operation along the vicinity waters of Barangay Arena Blanco in Zamboanga City and intercepted the watercraft carrying the illicit goods.  The Enforcement and Security Service (ESS) of the Bureau of Customs (BOC) celebrated its 35th founding anniversary on Monday. During the celebration, Customs Commissioner Bienvenido Rubio recognized the significant contribution of the ESS in the Bureau’s strengthened border protection initiatives.  In 2022, the ESS recorded 397 seized shipments amounting to PhP 1.044 billion. For the first quarter of 2023, the ESS seized 81 shipments from January to March, with an estimated value of PhP 999.474 million.  The Commissioner also recognized the contribution of ESS in the successful implementation of the Fuel Marking Program. The Bureau of Customs (BOC) - Collection District XII (Davao, General Santos, Parang, Mati) recently seized 499 master cases consisting of 24,950 reams of illicit cigarettes with an estimated value of Php 19 million and a used motorized banca along the territorial waters of Sta. Cruz, Davao del Sur.   The BOC Water Patrol Division (WPD) was patrolling the gulf of Davao Coast when it sighted a low-lying kneel banca "MV Amiesha" and its cargo covered with tarpaulin. Upon inspection, crew members failed to present legal documents for the alleged smuggled cigarettes. The Bureau of Customs (BOC) has reported a strong collection performance for the first quarter of 2023, exceeding its revenue target by P16.6 billion or 8.43%. The BOC collected a total of P213.619 billion for the period of January to March, compared to the revenue target of P197.020 billion for the same period. The BOC's collection for March 2023 alone was P80.133 billion, exceeding its target of P72.282 billion by P7.851 billion or 10.86%.  Commissioner Bienvenido Y. Rubio attributed the strong collection performance to the BOC's 5-point priority programs, which focus on digitalizing Customs processes, simplifying procedures, curbing smuggling in all forms, and uplifting employee welfare and development. OLONGAPO CITY — Despite the sluggish import and export activities due to inflation and the continuing Ukraine-Russia crisis, the Bureau of Customs-Port of Subic (BOC-POS) under the leadership of District Collector Maritess “Meeks” Martin, has posted an annual collection of more than P48 billion, exceeding its 2022 annual collection target by at least P7.1 billion. Before the year 2022 ended, the BOC-POS collected some P48,733,322,614 since January, surpassing its annual collection target of P41,579,080,000. This translated to a surplus of P7,154,242,614 or a 17.21 percent positive deviation. Just like in the consecutive years 2021, 2020, and 2019, “Team Meeks Martin” was able to achieve an over-target tax collection of P4,381,676,829. The balikbayan boxes are part of the thousands of packages to be delivered free of charge to the families of overseas Filipino workers (OFWs) victimized by unscrupulous consolidators abroad, as ordered by Commissioner Yogi Filemon L. Ruiz. In line with the directive of President Ferdinand R. Marcos Jr. and Ruiz, the Port of Cebu commits to facilitate the immediate release of balikbayan boxes to safeguard the interest and promote the welfare of OFWs.

 The Bureau of Customs (BOC) Collection District XII is facilitating the distribution of abandoned balikbayan boxes under its jurisdiction through the Port of Davao and Sub-Port of Dadiangas. The BOC hopes to alleviate the plight of Overseas Filipino Workers (OFWs) and their families victimized by unscrupulous consolidators. Following the order of President Ferdinand Marcos Jr., Customs Commissioner Yogi Filemon Ruiz started this ongoing nationwide project in all the Customs Collection Districts.  The Bureau of Customs-Port of Cagayan de Oro (BOC-CDO) has started distributing balikbayan boxes for the families of Overseas Filipino Workers (OFWs) in Northern Mindanao. The delivery is part of the 4,625 packages consolidated by All Win Cargo LLC but abandoned by its deconsolidator, Cargoflex Haulers Corporation. The container arrived in Cagayan de Oro on December 29, 2022, with 99 balikbayan boxes intended for consignees in Cagayan de Oro, Misamis Oriental, Bukidnon, Lanao del Norte, Surigao, Davao, and Zamboanga del Sur. As of January 4, 52 balikbayan boxes have been claimed by consignees. The port intends to deliver all 99 balikbayan packages by the end of January 2023. With the guidance of District Collector Alexandra Yap-Lumontad, the BOC-CDO is also coordinating with other BOC offices to deliver the balikbayan boxes in their area of responsibility to expedite its release. The Bureau of Customs-Port of Clark (BOC-Clark) has started distributing balikbayan boxes bound for recipients in Pampanga, Bulacan, Tarlac, Nueva, Ecija, and Aurora.  The Port will be distributing a total of 162 balikbayan boxes in line with the directives of Customs Commissioner Yogi Filemon Ruiz to deliver the remaining abandoned balikbayan boxes to the families of Overseas Filipino Workers (OFWs) who were victims of unscrupulous.  The BOC-Clark released 69 balikbayan boxes to their rightful owners as of January 5. Recipients may claim their balikbayan boxes from Mondays to Fridays, 8:00 am to 5:00 pm, at the Bureau of Customs Port of Clark office.  The Port of Clark commits to facilitating the distribution and release of said balikbayan boxes to their respective recipients in line with the order of President Ferdinand Marcos Jr. to protect the interests and welfare of OFWs.

The Bureau of Customs – Port of Tacloban (BOC-POT), headed by District Collector Francis Tolibas, started releasing balikbayan boxes to recipients residing in Region VIII. The port received on 27 December 2022 a total of 70 balikbayan boxes bound for the families of Overseas Filipino Workers (OFWs) who were victims of unscrupulous consolidators. The boxes are part of the abandoned packages consigned to ALL Win Cargo LLC and Cargoflex Haulers Corporation.  Of the 70 balikbayan boxes delivered to the Port, 39 were successfully claimed by its consignees. The Port distributed the packages following the order of Customs Commissioner Yogi Filemon Ruiz to deliver them free of charge to the families of OFWs.  The Port of Tacloban commits to immediately release the remaining balikbayan boxes in line with the directive of the President Ferdinand R. Marcos Jr. to safeguard the interests and welfare of the OFWs.
